Decision 2015: JMCEL’s “bite sized politics” (Senate District 2)

DESCRIPTION: Senate District 2 is located in the River Parishes and includes parts of eight parishes: Ascension, Assumption, Iberville, Lafourche, Saint Charles, Saint James, Saint John, and West Baton Rouge. This was a newly created district in 2011 that was drawn to have a black majority.

JMCEL’s SUMMARY: Senate District 2 was once located in New Orleans East and was a solidly Democratic district. However, massive population losses from Hurricane Katrina meant that New Orleans would have to lose a state senate seat, and District 2 was chosen for elimination. This district was then relocated up the river to include the black neighborhoods in Port Allen, Gonzales, Plaquemines, La Place, and Thibodaux. Given that 57% of the district’s voters are black, this is a Democratic district that typically gives over 60% of its votes to Democratic candidates. When this seat was created, six sought the seat, and businessman Troy Brown was elected in the runoff with 53% of the vote, carrying all but one of the district’s parishes. Sen. Brown is allowed to serve two more terms. He should be in decent shape for re-election, although given the district’s convoluted shape and substantial (41%) white minority, there is always the potential for competitive races every election cycle.
