RED/BLUE RATING (using 2008, 2012, and 2014 elections): 95% Democratic
JMCEL’s SUMMARY: House District 100 is based in New Orleans East and, unlike most of the city, was developed relatively recently. It is a district that has seen substantial demographic change, and today is a 90% black district by voter registration. It also has the distinction of being the most heavily Democratic House district in the entire state; “Bobby” Jindal is the only Republican who has received more than 15% of the district’s votes in recent memory (Barack Obama received 94% and Mary Landrieu 96%). This district once had turbulent politics, as it turned out two incumbents’ seeking re-election in a 12 year period. Since 2003, however, it has settled on an incumbent it likes (Austin Badon), and has re-elected him with little incident (easy re-election in 2007, unopposed in 2011). He is term limited out this year, and his successor will almost certainly be another black Democrat.
