Decision 2015: JMCEL’s “bite sized politics” (House District 4)
INCUMBENT: Patrick Williams (Democrat)
DESCRIPTION: House District 4 is in northwest Louisiana and is located in the northwest portions of Shreveport (Caddo Parish) along either side of I-220, with Cross Lake bisecting the district.

RED/BLUE RATING (using 2008, 2012, and 2014 elections): 76% Democratic
JMCEL’s SUMMARY: House District 4 is a black majority district that was created after the 1991 redistricting, although there is a small Republican voting base along Cross Lake and in Blanchard. While this is a solidly Democratic district, it has had competitive politics from time to time, as its occupants have all sought another office, with varying levels of success. The current occupant is Patrick Williams, who was elected in a special election in 2007 when its former occupant (Cedric Glover) was elected mayor of Shreveport. Rep. Williams was easily elected to a full term in 2007, and was unopposed in 2011, although he finished third when he ran for Mayor last year (in his district, he did somewhat better, finishing second with 29%). He is allowed to seek one more term, and should be a safe bet for re-election.
